position, and steps to that end will accordingly be

taken by this Department.

His Majesty's Consuls will be instructed under the

Hongkong Ordinance No.37 of 1901 to levy a fee of

Forty Dollars for an original certificate and of Twenty

Dollars for a Certificate at an intermediate port, and

also overtime Fees at Seven Dollars fifty cents per

hour, and an inclusive Fee of Twenty Dollars for at-

tendance on Sundays and holidays.

A copy of this instruction will, in due course, be

furnished to the Earl of Elgin for communication to the

Governor of Hongkong.

Sir Edward Grey would be glad to be informed if

the Earl of Elgin concurs in these proposed measures.
